Canada-Ontario Job Grant Employer Application
Employer Eligibility
Thank you for your interest in the Canada-Ontario Job Grant (COJG). Currently the ministry is only accepting training applications for 25 or less participants.
Employers interested in accessing funding to support training and/or workforce development needs for over 25 participants, are encouraged to monitor the Employment Ontario Partners Gateway (EOPG) for Skills Development Fund (SDF) opportunities. SDF supports projects that help relieve pandemic-induced barriers to hiring, training and retaining workers. Projects that will enable market-driven solutions and unlock the economic potential of skilled trades and broader workforce development initiatives to facilitate the province’s economic recovery are being funded under this initiative

To apply for SDF:
- Applicants must register with TPON to access the SDF application form. TPON is the Province of Ontario’s online application system for grant funding. It is important for applicants to understand the steps for registering with TPON prior to application submission

For your application to be considered for funding, all of the following eligibility requirements must be met:
- You are licensed to operate your business in Ontario;
- You are applying to train an Ontario resident you employ or will employ;
- You are applying for training that will be delivered in Ontario and is related to a job that is also located in Ontario;
- You are in compliance with the Occupational Health and Safety Act and the Employment Standards Act;
- You are in compliance with all applicable federal and provincial human rights legislation, regulations, and any other relevant standards;
- You have adequate third-party liability insurance as advised by your insurance broker;
- You have Workplace Safety Insurance coverage;
- You are not a federal, provincial, or municipal government or agency;
- You are not a designated broader public sector organization, as defined by the Broader Public Sector Accountability Act;
- You are not a district social services administration board established under the District Social Services Administration Boards Act, notwithstanding their exclusion under the Broader Public Sector Accountability Act;
- You are not an Employment Service or a Canada-Ontario Job Grant service provider;
- You are not in receipt of other government funds related to the same skills training for the same individual(s); and
- You must not use training participants to displace existing staff or replace staff currently on lay-off.
Conflict of Interest:
- For the purpose of COJG, a conflict of interest includes any circumstances where the employer, or training provider, or any person who has the capacity to influence the employer's or training provider's decisions, has outside commitments, relationships or financial interests that could, or could be seen to, interfere with the Canada-Ontario Job Grant program objectives and integrity.
- All parties involved in Canada-Ontario Job Grant funding, must disclose any, actual or potential, conflicts of interest involving the employer, training participants or product vendors. The Employer must disclose the conflict of interest to the Ministry or service provider and take necessary steps to resolve the conflict or decide to move forward with a different training provider. Failure to follow direction on conflict of interest disclosure and its resolution, if applicable, may lead to the denial of a COJG application.
Training Provider Eligibility
If the selected training is through a private trainer, then the training provider must meet the following requirements:
- Must have been in business and conducting training for at least 2 years at the time of application submission
- Declare any conflict of interest between the employer, training participants and/or product vendor
- Within the preceding 10 years, experience working in a profession relevant to the training being provided with:
- 48 months of experience or teaching a program to prepare a student for the field (or a combination of the two); OR
- At least 24 months of experience with one of the following qualifications:
- A Canadian bachelor’s degree (or equivalent foreign degree)
- A certificate of qualification issued under the Ontario College of Trades and Apprenticeship Act, 2009
- Status as a graduate of a college of applied arts and technology or registered private career college (or equivalent institution outside Ontario)
- Third-party regulatory requirements (if applicable)

Training Information
- Three (3) quotes are required if the total training cost is over $25,000 or the per participant per day cost is over $700/day. Otherwise one (1) quote is required.
- Training must not exceed one year (52 weeks) in duration and must be provided by eligible third-party providers.

- Each COJG Employer Application is restricted to one course. Multiple modules of one course may be accepted but must be delivered by the same training provider.
